Settling in sources reviewed

Find the Right Office

First establish whether the property lies inside an incorporated town. A postal address alone does not establish municipal boundaries. Caroline County Planning and Codes handles county land use questions, and county building permits apply in unincorporated areas.

Inside a town, ask its permitting office which approvals it handles and which county or state reviews still apply. The Caroline County Health Department handles environmental health matters including well and septic review.

Set Up Utilities and Care for Septic Systems

Confirm the actual electric provider from the address and existing account, rather than assuming one company covers the county. Choptank Electric Cooperative and the Maryland PSC utility directory are starting points. Ask the landlord or seller which accounts you must arrange.

Public water and sewer depend on the location and connection. For example, Denton’s utility billing page distinguishes town and other users. Contact the appropriate town or system operator to confirm service and transfers. A nearby public line does not establish that the property is connected.

For private systems, obtain well, septic and maintenance records. The Health Department septic guidance requires approval before septic construction, replacement, repair or upgrade, while distinguishing routine maintenance. Ask staff about the specific work and any current property status report.

Internet Access

Enter the full address in the FCC National Broadband Map, then confirm serviceability, installation dates, equipment and total pricing with providers. Reported map coverage is not a guarantee that a connection is ready.

Caroline County Public Library offers public WiFi at its locations. Its branch directory identifies Denton, Federalsburg and Greensboro locations. Check branch hours and available services before a work session.

Recycling and Household Waste

Ask whether your address has municipal, landlord arranged or private collection. Denton Public Works publishes its own household refuse and special collection rules. Do not apply a town schedule to a rural address.

The county’s courtesy drop off directory distinguishes Holly Road from the three sites requiring a county trash permit. Confirm residency, vehicle, accepted material and current opening requirements before loading a vehicle. Construction debris, furniture and commercial loads may require a different facility. Official Holly Road pages currently differ on hours, so confirm directly.

Owning & Improving a Home

Keep these resources close when you need property information, help caring for your home or a starting point for a project.

Find Property Records and Tax Bills

Select Caroline County in SDAT Real Property Data Search to review the account identifier, ownership and assessed value. An assessment is not the same as the balance due on a tax bill.

Use the county property tax page for billing and payment links. Check for municipal taxes if the home is inside a town, and reconcile any mortgage escrow payments. The Maryland Courts land records guide explains access to recorded deeds and related documents.

Find Tax Information and Relief

Maryland’s Homestead Property Tax Credit limits qualifying increases in taxable assessment on an eligible principal residence. Check your application status rather than assuming the previous owner’s approval transfers to you.

The Homeowners’ Property Tax Credit is a separate income based program with an annual application. Review current eligibility and deadlines directly with SDAT, and ask the county about any additional local relief. A pending application does not automatically reduce the amount due.

Plan a Renovation

Before collecting estimates, prepare a project description and a survey or plat. Ask the county or town about zoning, setbacks, floodplain requirements and any historic or environmental reviews. Waterfront work can require Critical Area review even when a building permit is not needed.

For a property with a private well or septic system, check the Health Department’s existing records and proposed work requirements. Previous soil testing does not by itself establish current approval for an expansion. HOA or condominium consent is a separate question.

Understand Permits and Inspections

County guidance identifies permits for construction, alterations, repairs, demolition, occupancy changes and certain trade work in unincorporated areas. Ask which approvals apply to the complete scope before work starts. Town properties need a separate municipal check.

The building permit page links application checklists, inspections and the current LAMA application portal. Agree with your contractor who will submit applications, arrange inspections and obtain final approvals. Keep those records with the home.

Repair and Housing Assistance

The Maryland DHCD local program directory lists the contact for Caroline County repair loan programs. Ask about current intake, eligible work, income rules, available funding and repayment terms before committing to a project.

Do not assume assistance is a grant or that work already paid for can be reimbursed. Renters should explain their situation and ask whether a program requires owner participation.

Check a Contractor

For home improvement work, check the business and license through the Maryland Home Improvement Commission. Match the licensed name to the contract, request insurance information and references, and confirm separately any required trade license.

Get a written scope, payment schedule and responsibility for permits and inspections before authorizing work. Keep changes in writing. A license check does not establish that a particular design or property alteration is approved.
