Find the Right Office

Manassas Park is an independent Virginia city with its own government. It is separate from both Prince William County and the City of Manassas. Confirm your physical address and parcel through the City Assessor (opens in a new tab), whose page links to property searches and city GIS mapping (opens in a new tab). A mailing city or ZIP code does not establish jurisdiction, and GIS lines are not a legal survey.

Use Manassas Park offices for city assessments, taxes, zoning and building permits. Some functions are regional: the city’s County & Regional Services directory (opens in a new tab) identifies shared court and health resources. Check each program’s service area rather than assuming a Prince William County program includes city residents.

Set Up Utilities and Care for Septic Systems

Electric and gas: The city Public Works utility directory (opens in a new tab) lists NOVEC for electricity. It identifies Columbia Gas west of the railroad tracks and Washington Gas east of the tracks. Confirm the exact address, meter and existing service with the provider or seller before opening an account. A citywide list does not prove a specific property has a gas connection.

Water and sewer: Start with the city’s Water and Sewer Services Division (opens in a new tab). The city operates its distribution and sewer systems. Water purchased from neighboring suppliers does not make those suppliers your retail billing office. Contact the Treasurer’s Water Billing office about account setup, transfers and billing, and Public Works about infrastructure problems. Confirm whether a condominium or landlord handles the account.

Private systems: Do not assume a property has a well or septic system because nearby county properties do. If records show a private system, confirm it with the city and Prince William Health District’s onsite sewage and water services (opens in a new tab). Obtain permits, maintenance records and any obligations before changing the home or disturbing the system.

Internet Access

Check the exact service address with Xfinity’s Manassas Park availability page (opens in a new tab) and Verizon Home Internet (opens in a new tab). Confirm whether the available product is cable, fiber or fixed wireless. A city marketing page, nearby network or mobile coverage map does not guarantee an orderable home connection.

Before a move, verify installation timing, download and upload speeds, equipment charges, data limits, promotional expiration dates and the total ongoing cost. Review the provider’s broadband label and check any building wiring or property management requirements.

For additional address qualified options, check T-Mobile Home Internet (opens in a new tab) for fixed wireless and Starlink Residential (opens in a new tab) for satellite. Availability, capacity, equipment and installation conditions vary. Satellite service needs a suitable sky view. Do not assume a Prince William County broadband buildout includes the independent city.

Recycling and Household Waste

Use the city’s Solid Waste Management Division (opens in a new tab) for Manassas Park trash and recycling questions. The city says refuse and recycling charges appear on its monthly water and sewer bill. Confirm your property’s collection arrangement, carts and collection days, especially in a condominium or multifamily building.

Review current holiday schedules, accepted recyclables, yard waste rules and bulky item arrangements before placing materials outside. The city page also links to glass, electronics, hazardous waste events and Prince William County disposal access guidance for city residents. Check proof of residency, fees, hours and accepted materials before taking anything to a facility. County resident benefits should not be assumed to apply.

Owning & Improving a Home

Keep these resources close when you need property information, help caring for your home or a starting point for a project.

Find Property Records and Tax Bills

The City Assessor’s office (opens in a new tab) maintains property descriptions and assessments and links to the current property search system, review forms and appeal information. Compare the parcel, ownership, building details and assessment year with your records. Ask the assessor about factual corrections and current review deadlines.

Use the city’s Taxpayer Portal (opens in a new tab) for real estate tax billing history and payment information. Direct bill or payment questions to the Treasurer, separately from assessment questions. Check actual payment status even when your lender handles mortgage escrow.

Deeds and recorded plats are held through the Prince William Circuit Court Clerk’s land records resources (opens in a new tab), which also serve Manassas Park. A tax record or GIS map does not replace a recorded deed, title review or property survey.

Find Tax Information and Relief

The city’s Real Estate Tax page (opens in a new tab) explains city tax rates, billing and relief for qualifying elderly or permanently and totally disabled homeowners. The Commissioner of the Revenue is also the city contact for disabled veteran relief. Use Manassas Park’s application process and eligibility rules for a city property.

Ask the Commissioner about current ownership, occupancy, age or disability requirements, income and asset limits, supporting documents and renewal deadlines. City pages currently show different tax relief filing dates, so confirm the applicable deadline directly before relying on a calendar. Relief is not automatic, and neighboring jurisdictions’ approvals do not establish city eligibility.

Plan a Renovation

Begin with Manassas Park Building Permits and Inspections (opens in a new tab) and Planning & Zoning (opens in a new tab). Describe the full project, including walls, plumbing, electrical or gas work, additions, decks, accessory structures, fences, pools or driveway changes.

Ask about building and trade permits, zoning approvals, setbacks, easements, stormwater and land disturbance before signing a construction schedule. Some projects that do not require a building permit still need zoning approval. Obtain HOA or condominium approval separately where applicable. It does not replace city approval.

Understand Permits and Inspections

The city’s permit and inspection page (opens in a new tab) links to its SmartGov public portal (opens in a new tab) for permit applications and inspection requests. New contractors must contact the city before registering so they can be added as a contact. Use the city process for a Manassas Park property.

Keep the permit number, approved plans, conditions and inspection list. Confirm required approvals before beginning, schedule inspections before work is concealed, and retain final approvals. The city advises that inspections must be requested at least the day before. Confirm current scheduling availability with staff. Ask about the correction process for existing work without permits.

Repair and Housing Assistance

The regional Neighborhood Housing Rehabilitation Program (opens in a new tab) explicitly includes eligible owner occupied homes in Manassas Park, as well as Prince William County and Manassas. It can help address health and safety issues, accessibility and energy efficiency. This is a county administered program whose stated service area includes the independent city.

Ask Housing and Community Development about current income limits, available funding, eligible work and the application process. Confirm whether assistance is a grant or loan, any repayment or property restrictions, and whether work must wait for approval. An application does not reserve funding or authorize a contractor to start.

Check a Contractor

Use Virginia DPOR License Lookup (opens in a new tab) to check the exact business name, active license, classification and specialty for the work. Read DPOR’s homeowner contractor guide (opens in a new tab) before signing. A license in another state does not establish Virginia authorization.

Compare written estimates, insurance and references. Specify scope, materials, timing, payments, change order procedures and who obtains city permits. Keep the contract, receipts, warranties and inspection results. Verify the contractor is using Manassas Park’s permit process for a city property.
